Solutions to improve the effectiveness of agricultural vocational training for rural workers
Implementing Resolution No. 07-NQ/TU dated June 24, 2011 of the Standing Committee of the Phu Tho Provincial Party Committee on vocational training for rural workers in Phu Tho province until 2020. The Department of Agriculture and Rural Development has coordinated with the Sectors and localities organize propaganda, dissemination and thorough understanding of the Resolution to officials, party members in the sector and people of all walks of life in the province. The resolution has truly come to life and has important significance in the strategy of improving the quality of human resources, associated with creating jobs, increasing income for rural workers, and actively contributing to the transition. labor structure, economic structure, increase the rate of trained workers in rural areas in the province.
During the period 2011-2015, implementing the Project "Vocational training for rural workers in Phu Tho province until 2020" the Department of Agriculture and Rural Development coordinated with the Department of Labor, War Invalids and Social Affairs and training establishments. Vocational training in the province has organized 561 agricultural vocational classes (204 horticultural vocational classes, 260 animal husbandry vocational classes, 31 aquaculture vocational classes, 10 forestry vocational classes and 66 vocational classes associated with craft village development) for 18,099 rural workers, accounting for 66.5% of the total number of rural workers receiving vocational training. Through agricultural vocational training classes for rural workers, farmers have been equipped with basic knowledge of farming and animal husbandry techniques. After receiving vocational training, the majority of people have effectively used their knowledge in production and business, increasing their income and the rate of post-graduate workers finding new jobs or organizing their own production. Business activities in trained occupations reached over 80%, contributing to bringing the average product value per hectare of cultivated and aquaculture land to 82.4 million VND, an increase of 1.6 times compared to 2010. Up to Currently, there are 159/247 communes (accounting for 64.4%) meeting the criterion (14.3) of the rate of trained rural workers in the National target program on building new rural areas. However, besides the achieved results, agricultural vocational training for rural workers in Phu Tho province still has difficulties and shortcomings such as: Consulting on career choice, finding and self-creating jobs, reviewing needs, developing vocational training plans for rural workers in some localities, vocational training units are still confused, not highly effective, and not close to production practice. Facilities, equipment, and vocational teachers of vocational training establishments that do not yet serve agricultural vocational training are invested synchronously; The professional qualifications and practical production experience of some vocational teachers do not meet the requirements, and there is a lack of permanent and permanent teachers serving agricultural vocational training. Some vocational training programs and textbooks that are compiled and taught are not appropriate to the requirements of practical production, are still heavy on theory, and do not have many effective production models to link training. create and practice. Post-vocational training support from authorities at all levels and sectors in terms of productive land, capital, support for finding product consumption markets, and finding jobs to promote effectiveness after vocational training is still limited. Rural workers' awareness of the benefits of vocational training is limited, students do not proactively and actively participate in vocational training.
From the practice of agricultural vocational training in recent times, to improve the quality and effectiveness of vocational training in the coming time, it is necessary to focus on implementing a number of solutions:
- Continue to promote propaganda and consulting on vocational training for rural workers to raise awareness of party committees, authorities and rural workers at all levels about the role of vocational training in employment. jobs, increase income and improve the quality of human resources in rural areas associated with the new rural construction program; Provide information about establishments that are qualified to participate in vocational training for rural workers, training occupations, vocational training models associated with effective local employment, and the ability to find jobs after studying. vocational training provides adequate and timely information to rural workers so that rural workers can know and choose, especially the young workforce has a correct awareness of vocational training, changing the old concept of having to enter vocational training courses. New universities have jobs and income to meet life's requirements.
- Strengthen state management of vocational training, especially inspection and supervision of vocational training for units participating in agricultural vocational training.
- To create jobs for rural workers after vocational training (agricultural occupations), localities need to focus on directing and supporting creating conditions to encourage production development and replication of effective economic models. Highly effective to increase the income of people in the area. Pay attention to better directing land consolidation and land exchange, associated with field re-planning, promoting mechanization of production, processing, and application of science and technology (new high-quality varieties; applying advanced production processes , applying high-tech agriculture), attaching importance to quality and ensuring food safety, focusing on building and replicating production linkage models along the value chain, encouraging the development of farms and ranches; continue to develop craft villages along with building new craft cultivators; Promote the development of small and medium-sized agricultural, forestry and fishery products and handicraft industries locally.
- Implement the integration of resources in vocational training for rural workers in a flexible and appropriate manner between projects and programs, improving the efficiency of resource use. Localities need to have mechanisms and policies to support and create conditions for workers to access preferential credit after vocational training to expand and develop production.
- Consolidate and strengthen the capacity of the grassroots agricultural extension team, ensuring that the Provincial Agricultural Extension Center is eligible to participate in vocational training according to the criteria of the Ministry of Labor, War Invalids and Social Affairs, moving towards becoming core force in agricultural vocational training in localities; Increase investment in physical facilities for stations and camps to serve as an experimental basis for agricultural vocational training./.
